why are 2 message icons showing in iPad

Just updated my iPhone 6s and iPad Pro to IOS11.  THE one thing I was hoping to happen, did not.  I was led to believe that messages would be treated the same as other iCloud saved items and they would be synced to all devices.  Since my iPad Pro came into my network just recently the only messages on that device are those created/sent/received since I started using.  All those on my iPhone from years back, are not on the iPad.  Be that as it may----now I find that when I open messages on my iPhone, I see a new (2nd) messages icon appearing in the iPad's dock (it has a little rectangle in corner to indicate the phone, I assume).  I just see that this also happens when notes &/or reminders are opened in my iPhone.  They stay visible until actually closed in iPhone.  Regardless of which icon I choose to access the app, all items are synced.  Is this something Apple had planned to happen?
