Do you get some message that tells you something? those messages are the guide to next step and usually they don't lie. They are misleading only because Apple does not want to hurt your feelings but if you translate them properly....

As far as answer you either do not have enough funds or your bank blocks the transaction. Pick one based on the message.

iCloud is a syncing system, not an external storage system. If you delete them from the device/computer  they will be deleted from iCloud.
