Apps no longer available on new iTunes version

iTunes ver. 12.7.0.166 no longer supports Apps, App Store or App Updates. According to Apple tech via phone on 18 Sep 17, iTunes for Windows/Mac no longer support access to Apps. All app access/support must be done on your apple device. I am very upset with this change and no notice or links provided to how to handle apps on my devices that I use to do on my computer.
