is there a video app for iPad with iOS 10?

I made the apparent mistake of updating my iPad to iOS 10 and lost the "Videos" app from iOS 9 which appears to have been replaced by the new "TV" app. There were downloaded videos on my iPad that I can no longer access using the "TV" app unless I am connected to the internet ... not too convenient when I am in airplane mode on an airplane which is the only place I actually watch movies on my iPad!

I have updated to the latest iOS 10.3.3, but still have this trouble ... has Apple announced a fix for this "mistake" or was this intentionally implemented so they have more control over content on iPads?

Is there a way to manually force the old "Videos" app to install under iOS 10? Is there a 3rd party video app that can do the same function?

Thanks in advance for any ideas on how to fix this.
