Unable to edit album/artist info in library

I know this same issue has been addressed multiple times.  However, none of the solutions have resolved the problem for me.

I installed iTunes on a new computer and it restored some of my albums.  I keep my entire music library on a separate drive attached to the pc.  l am running iTunes 12.7.0.166 on a PC with Windows 10 os.

I am trying to import albums, mp3 files I have stored on my aux drive to iTunes but they import over as "unknown album/artist".

I have tried to toggle "off" the Read-only under attributes (it does not stay toggled off).  I've verified "permissions" for the PC are set to Full Control under Security.  I am at witts end!
