cannot force quit or open Google Chrome on Mac ...

I cannot force quit Google Chrome browser.  I can't send it to trash so I can reinstall it, or restart the computer, because the message says it is open.

Has anyone had this problem?  I tried everything I could think of.

Open Activity Monitor, find the open Google apps or processes, and force them to quit.
