Buy More Storage BROKEN

Good day

Wondering if anyone else has run into this issue... I go into System preferences, manage iCloud, and then click "Buy More Storage..." button on top... It loads a small window, but it remains blank. I have to force quite system preferences to close it. I have logged in and out of icloud accounts, changed icloud accounts, spoken to apple support chat and phone, reinstalled MacOS, restarted, NVRAM clear... Nothing is changing this. It must be a bug? I have an open ticket, the only other thing that was suggested to do is a nuke from orbit wipe and reload... Not ready to do that yet, this mac is brand new, have had it for 3 weeks. If I exhaust all possibilities, will wipe and start over... see if that fixes it..
