ios10 upgrade on 3rd generaton IPad

Can my Ipad be upgraded to Ios 10 . I have 9.35 and it says its up to date but I can seem to upgrade further

No, you cannot update iOS any further. Maximum allowable on the iPad 3rd Gen is iOS 9.3.5 which you are already running.
