Change birthdate on child's Apple ID

How can I correct the year? It's was my mistake but I can't correct the birthdate in Apple's page now. The field is readonly and grey. The text "For changing birth date in this account, please contact Apple Support." is a lie. It's impossible to contact Apple Support from my country.

Any help is welcome. Thanks.
