I am trying to get more storage on my iPad but still want messages on my iPhone. Can I change the settings to keep messages for 30days on my iPad and will my iPhone still have messages for a longer period of time? 

I usually don't have my iPad delete messages when I delete them on my phone, but I haven't tried in a while, it could have changed.  I would suggest finding one or two messages you aren't worried about and delete them on your iPad, then give it a couple minutes and check it on your phone and see if it is still there just to be sure.
