Activation lock still on donated IPAD

Cannot reactivate IPAD? Given to us by son for my wifes use.  He says he has removed it from his account. I have serial no., but cannot get sons Apple ID and Password.  How long does it take for older IPAD to "free up") after it has been removed from persons account?

Possibly he hasn't done the removal procedure properly. The instructions for that are here:

Turn off Find My iPhone Activation Lock - Apple Support

He must either achieve that or give you the ID and password. There is no other way round this.
