Since I have recently upgraded iTunes and am now on iOS 11 I can no longer arrange my iphone apps on iTunes.

Correct. With the release of iTunes 12.7, app management is now all done on the device itself.

iTunes no longer includes an iOS App Store. The iOS App Store is now located on your device, and an updated, improved version of it is available with iOS 11:

As for arranging the apps, you would have to arrange them directly on the device.
