In iOS 8.1 or later with iCloud Photo Library turned on, since your photos and videos automatically upload to iCloud, they aren’t included in your nightly iCloud backup. After you restore your device from an iCloud backup, stay connected to Wi-Fi so that your photos and videos can begin to download. (In iOS 10.3 or later, to turn on iCloud Photo Library, go to Settings > [your name] >iCloud > Photos. For iOS 10.2 or earlier, go to Settings > iCloud > Photos.)

If you have iOS 8.1 or later and haven’t turned on iCloud Photo Library (or if you have iOS 7), iCloud backup includes photos and videos in your Photo Library or Camera Roll. They’ll download to your iOS device when you restore.
