Problem with iPad BlueTooth auto

iPad Mini (WiFi) with iOS version 11.0.2

 

I have a BlueTooth keyboard that I use rarely.  Whenever I turn the bluetooth keyboard off I also visit the settings app on the iPad and disable BlueTooth.

 

The issue arises the next time I decide to use the BlueTooth keyboard.  I like to enable bluetooth using the settings app BEFORE turning on the keyboard so the pairing will go more smoothly.

 

Sometimes I notice that BlueTooth is already enabled.

 

So if this is not even possible then I must have just forgotten to disable BlueTooth the last time I powered off the keyboard. (bad user memory)

 

Or if this is possible that the iPad will somehow or other autoenable bluetooth then how do I prevent this (if at all).

 

The only thing I can think of that may have caused this (assuming that it not a user problem) would be something like a iOS update (the iPad currently is running 11.0.2) which was installed recently.  If this is the case then I need to remember to visit the BlueTooth settings after and iOS update.
