Maybe I missed the boat because I never downloaded Sierra (10.12). I'm currently on El Capitan 10.11.6.

I'd prefer not to jump to High Sierra just yet, and I can't find a Sierra download. Am I out of luck?

Yes

Since Sierra is no longer an option, read Upgrading macOS without fear.

You can try asking for it at an Apple Store, but you will probably need a good reason why you Sierra and can't use High Sierra.
