How can I change apple id address without payin...

I have ipad mini 4

I'm trying to change my apple id address to America but it says I need a payment type but I didn't need one when I changed it the first time

If you can‘t choose None when you edit your Apple ID payment information

Go through each of these steps listed to make sure you have ensure that none of these situations apply to you.
