Apple Pay won't work in iMessage

I recently updated my phone to iOS 11 and I wanted to try the new Apple Pay feature in iMessages. I click the app button but I don't get the option to send money to my selected person, does anyone know why it won't pop up and why it won't give me the option to send money in messages? Does the other person need to have apple pay set up in order for this to work? Help!
