Cannot activate ipad account

While using my IPAD2, the account suddenly got locked.

I am the original owner. I have the correct apple ID, password and pass code.

When trying to reactivate the account, I repeatedly get a message: "Cannot connect to server. Please try later or use ITunes.

Trying with ITunes latest version, Itunes recognizes the device, but is not able to connect (get error 0xE800000C).

Logged into "Manage Apple ID" at apple.com. The device is listed, but there is no option to activate it.

Please advise how can i reactivate the account.

Be certain you are using iTunes 12.7 or later.  "Latest version" doesn't mean much, as it refers to the latest version your operating system can support.
