There have been some reports about performance issues with iOS 11 related to a Bluetooth bug.

Try both a hard reset of your iPad by holding down both the Home and sleep/wake buttons simultaneously until your iPad goes to black and restarts with Apple logo, then release the buttons And then try turning Bluetooth OFF if you use any Bluetooth devices with your iPad.

Normally, Bluetooth should be turned OFF when not using it as using Bluetooth, usually runs down the battery at a much faster rate.

Also, in the Settings app, try turning OFF Background App Refresh, too!

Also, make sure your iPad isn't actively using iCloud for anything.

If it is, try turning OFF all iCloud functionality.
