iOS 11 iPad dock greyed out app icon

I have a weird case of an app icon in the recent apps section of the dock in iOS 11 on iPad being greyed out and not tappable. I can open the app by tapping on the icon on the home screen, or if it was opened recently, via the app switcher. Its just the icon on the right hand side of the dock that doesn't work.

This has happened on two separate iPads (iPad Air and iPad 5th gen). Both running iOS 11.0.2

Does anyone know what the greyed out icon signifies or is it an iOS 11 bug?
