Does iOS 11 Files app require wifi?

While using the former iCloud Drive app on iOS 10, I was able to access files from my MacBook desktop within the iCloud Drive app on my iPhone. It didn't matter whether I was connected to wifi or a cellular connection, I could access these files on my iPhone. However, since upgrading to iOS 11, I'm no longer able to access files from my MacBook desktop using the Files app unless I'm connected to wifi on my iPhone. If I'm using to cellular connection, I can see the files in the Files app, but I cannot download them to my iPhone and view them.

Is this a change with the Files app, such that it now requires a wifi connection and will not work with a cellular connection, or are there settings I don't know about that will permit me to download and view files while using a cellular connection? Thanks for your help.

I'm able to view them with both wifi and cellular.
