itunes downloads stop and start

Every time I try to update apps or download movies through iTunes, it starts downloading, then after 10 secs or so it stops.  If left alone, eventually it starts downloading again and stops.  But If I keep hitting pause download, then hit resume it does for maybe 10 secs and stops again.  It can tell me an hr to download a file that might be 600mb.  My internet is 237MB down/23MB up.  This has happened with all versions of iTunes.
