Why this file path is like this?

Need to upload a picture on .gov site and have to recheck data, see that in address path for picture to upload appears C:\Asset 1.png got suspicious. Checked stack overflow it was explained that OS does not have drive names, posted at 2012.. macos - What is the equivalent of a Drive C on a Mac - Super User Then I checked the path to pic on Mac and it gives it as /Users/r.../Creative Cloud Files...

Then on web page it appears like this..

Is it possible that they have it on server C:\ drive with my file name or smth? Have no other explanation only some lame "spoof on cloud" my IMac hack.

Any comment?
Q: Since it is www.dvlottery.state.gov and they just had some maintenance.
