iMessage Notifications Not Working

So I won't get any notifications either from my iPhone or Macbook. The Macbook does this thing where when I have it powered on my phone does not get any text notifications, so I would not know when I got text messages. Then you could argue that this does not matter since my Macbook would be giving me notifications, but nope. If the iMessage window is not the window I am actively using I don't get any form of notifications (no banner, no sound nothing except if I happen to glance down and see the red badge app). I only get notifications on the Macbook if I am actually on the iMessage app and writing out a text. I have been through the preferences for iMessage and the preferences for notifications and everything checks out to be fine. (And no DND is not turned on on either device)

 

When my Macbook is off I don't have any trouble getting notifications on my phone.
