Why is the Apps menu not in iTunes?

Why is the Apps menu not in iTunes?

That was part of the changes made in the recent update of iTunes. See: Changes in the new iTunes - Apple Support

This change makes it impossible to move App pages around and inconvenient to move or delete APPs.  iTunes needs to put the APP menu back.
