My iOS on my iPhone is 7.1.2. I want to upgrade...

My iTunes is up to date. My iOS on my 4s is 7.1.2 and it says that is the latest software. I want to upgrade to 8 or 9 and need to so some of the apps will work. How can I manually upgrade to 8 or 9?

You are sure that it's an iPhone 4s, not an iPhone 4 ? An iPhone 4 only supports up to iOS 7.1.2

If it is an iPhone 4s then you should be able to update to the current version i.e. iOS 9.1 (you can update a device to the highest iOS version that it supports, you can't update to intermediate versions).

As well as trying to update via your computer's iTunes, does Settings > General > Software Update on the phone also say that it's up-to-date ? And you've tried checking via your cellular network as well as your wifi network (e.g. you haven't got security setting on your wifi network that is blocking the update server) ?

What model is it ? If you want to update it (assuming that it supports a higher version than is currently on it) use Settings > General > Software Update

Try downloading the current version of the app on your computer's iTunes so that it's in your account's purchase history, and then see if you can download a previous compatible version in the Purchased tab in the App Store app on your phone : Install an app on an earlier version of iOS or OS X - Apple Support

If that doesn't work it means that the app's developer doesn't support older versions
