iCloud mail in Montenegro

I would like to create new @icloud.com email (I already use @gmail.com as my Apple ID, so I would like to create an additional email address that it is tied to my original account), but I can't verify my identity with a text message because there is no Montenegro (+382) listed in the country list. What can I do?
