Distribution lists gone with iCloud

I use Outlook 365 on a win 10 PC and, until recently, would manually sync my iphone and ipad to my Outlook database using itunes.  When I decided to use iCloud to store and sync my contacts and calendar, I downloaded iCloud to both my PCs and my ipad and iphone.  Upon doing so, my phone populated the cloud, and that data got distributed to all my devices.  My Outlook Contacts folder in the left column of the people page on both PCs are still seen, but became empty, and a new folder appeared below the Contacts folder on my PCs named iCloud, with a sub-folder named Contacts-iCloud.  The latter now has all my contacts.  Also, all my distribution lists were lost. However, I can build new distribution lists in the previously mentioned empty Contacts folder.  When sending mail, I can select the contacts list after selecting "TO" and the distribution list therein.  Which is my work around.  So I have the following questions:

 

  1. I cannot figure out how to build a distribution list in the contacts-iCloud folder.  Is that even possible?
  2. When I make a change to a contact or calendar item, there is a 1-3 second delay before it takes effect.  Is this normal?  Before the change to iCloud, changes were immediate.
  3. Whenever I select the “To” button to get an address to send an email, the system defaults to the Contacts address book. As this is now empty, except for a distribution list I just made, is there a way to tell Outlook to default to the iCloud address list instead?
