after downloaded ios 11 i cant connect to i cloud

After downloaded iOS 11 on my iPhone 6s I can't connect to iCloud. I have to accept the new term and condition of iCloud bu I can't access to icloud 

Did you click on View to be brought to the new Terms & Conditions page?

I had this same issue.  It resolved when I connected to my home wi-if network where I was able to review and accept the terms in my Safari browser, which is set to use wi-if only, no cellular data.
