How to display 'celebrations' on Series 0 watch?

I have closed my rings daily, close out the week each week, hit 200 and 300% exercise goals and still none of those animated celebrations. Is it not an option on the series 0? I have os4 for the watch and have tried restarting. Is there a way to manually re-activate them after closed rings manually?

The animated Activity app achievement notifications under watchOS 4.x are supported for Apple Watch (1st generation) models (referred to by some as Series 0).

The following steps may help:

• On your iPhone, in the Watch app, go to: My Watch (tab) > Notifications > turn off Notification Privacy.
• Raise your wrist immediately upon receiving an Activity app notification alert and keep it raised in order to view the animated notification.
