I read this article, I love updating and especially browsing for apps on my desktop machine, is this no longer possible at all?
That's what it means. From Changes in the new iTunes - Apple Support
The new iTunes focuses on music, movies, TV shows, podcasts, and audiobooks. Apps for iPhone, iPad, and iPod touch are now exclusively available in the new App Store for iOS.
Management of apps, books, and tones has been removed from iTunes 12.7. See Changes in the new iTunes - Apple Support for details. The intention is clearly that management of these generally takes place on the device.
See the Manually add items from your computer section of Manually manage content on your iPhone, iPad, or iPod touch using iTunes - Apple Support for the control that remains. This can be used to copy apps (including apps that have been withdrawn from the store), ePubs, iBooks, PDFs, and tones from your computer to your device. The File Sharing feature for copying data between apps and the computer is still there. You can also use iCloud Drive, or Dropbox to move content to and from the device.
A long time criticism of iTunes, at least from some quarters, is that has been that it has become bloated. Perhaps this is an attempt to address that. I let both my iOS devices update automatically when there is an updated app, and I'm not interested in hanging on to old apps that a developer has withdrawn, nor do I need to rearrange my apps often, so while the change is drastic, I don't think it really affects me much. I'm more irritated by the changes to iTunes U, and iBooks in iTunes for Windows.

I have a hard time believing that Apple would do something so mind-numbingly stupid, purposefully crippling such an important and as-yet-irreplaceable feature of iTunes without some kind of alternate method. And yet, here I am, looking for clarification. If I understand this decision properly, I can no longer manage my iOS apps for my devices through iTunes. This decision means...
- Apple expects me to manage my iOS apps through iOS on each and every iOS device that I manage (seven, as of this writing), adding significant additional effort to my workload.
- I am now unable to (re)install old versions of iOS apps that I have stored/backed up on my computer.
- I am now unable to (re)install iOS apps that are no longer available in the App Store for whatever reason.
- Most disturbingly — and I just verified this with one of my iOS devices — if I plug in an iOS device to my computer, then make even a minor adjustment (e.g., changing a playlist), iTunes automatically and without any warning at all (other than adjusting the colorful bar graph at the bottom of the window) deletes every single app and their data off my iOS device.
Apple has made some epically poor decisions in the past; tell me this isn't another one of them.

Apple believes that such operations are enterprise/business based.
They have provided Apple Configurator 2 for this purpose. However,
it is no designed as a "media manage" but an IT tool for those needing
to set up large number of iDevices in a fixed and similar manner.

If they are 32 bit apps, they are going to be useless on
iOS11 and forward. If you end up updating an app that
the developer somehow borked, you will be stuck waiting
for an update to fix it. However, if you still have apps in
the iTunes/iTunes Media/Mobile Applications folder, they can
be dragged and dropped onto the devices. If you need to do
that multiple times, Apple says, "Oh well."

See the previous response. If you still have them in
iTunes/iTunes Media/Mobile Applications, they still can be installed.

You're right, that is disturbing and a bug or maybe something
just hiccuped. You should still be able to restore from a previous
backup.
Are you sure it has really removed anything? Here is a gif of my iPhone updating where it looks 20Gb of usage disappears and comes back again at the end of the sync.
