Moving photos out of iCloud

If I have moved photos out of the "iCloud" section and into my photos on a windows laptop are they now saved onto my computer and can I delete them from the cloud without them being deleted from my computer? They do not show up in the iCloud photos on my computer however I'm still getting messages that my iCloud is almost full.
