If I turn off my paired iPhone, but the watch(Cellular) is connected to the Internet, is the watch possible to receive push notifications?

 

If iPhone must be power on, why is that?

Here is the information:

 

  1. To receive SMS, MMS, or push notifications from third-party apps on your Apple Watch Series 3 (GPS + Cellular), your paired iPhone must be powered on and connected to Wi-Fi or cellular, but it doesn't need to be nearby.

 

So what's the technique? why paired iPhone must be powered on? Hasn't the watch been connected to Internet?
