Ipad not syncing photos from itunes since IOS11.

Since the introduction of either itunes 12.7 or IOS 11; I have been unable to fully sync photos to the ipad pro 9.7 using itunes. Now on IOS 11.03 and apple still has not fixed this. Has anyone heard of a solution yet other than waiting on Apple to fix? I have uninstalled itunes, cleared all itunes photos folders, and then reinstalled itunes to start fresh. I have cleared all photos from ipad and tried starting over several times, i have signed out of icloud and back in (although I'm not sure why or how this worked for someone else.... It did not work for me) Thos makes me feel like Apple does not really care about itunes issues as they would prefer to give everyone a push to use icloud. I can not stand the fact icloud will not bring my folder structure over and even with only 1300 pics, im not manually recreating my folders.
