Apple needs to do something about scam attackin...

I keep getting this pop up on Safari that says “Congratulations Apple User, you’ve won a Sony PlayStation, Amazon gift card for $1000, or IPhone 7S”.   I have seen other blog posts on this issue - apparently has been going on a long time, and I know how to get out of it.  I know I can go to settings and clear website data and such.   That is not the problem.   The problem is it keeps popping up over and over when I am on the internet.  It freezes Safari - and why doesn’t pop-up blocker stop it?   I get tired of constantly resetting my browser just to use the internet.  Also, seems to be more of a problem for my iPad than my iphone.  This is obviously aimed at attacking Apple users and Safari users, so the scam or virus is designed to recognize Apple devices and defeat the pop up blocker on Apple devices.    Why can’t Apple investigate this scam and update our IOS so we can block stuff like this, just like we are able to block junk mail????
