close and reopen, never comes back

Windows 10, latest patches.   iTunes 12.whatever.is.current.as.of.yesterday (10/10/2017).

 

When I boot my PC and launch iTunes, it works fine.  But if for any reason, I exit iTunes and try to relaunch it - it never comes up.  I can see the task in Task Manager, and I can kill it and try again, but it still does not launch.

 

It will not launch until I reboot.  Rebooting is a wee bit disruptive, so I'd like to get this won't-relaunch issue cleared up.  Yes I've already reinstalled iTunes.
