Highlights on PDF Vanish...

I have been using the iCloud files app to open PDFs, highlight and make notes. Periodically, the PDF refreshes after I make highlights. I assume this is to sync to the cloud. However, nearly half the time it refreshes, I lose highlights from the last 3-5 pages I've reviewed, forcing me to go back and highlight again.

Any suggestions on what is going on here???
