iPad 2, iOS 11: can’t get rid of Facebook...

I cannot remove the Facebook app from the right hand side of the dock. It won’t disappear if I drag it off and I’ve disabled the option to show recent and suggested apps.

 

I then powered off and on again and it disappeared, great. But it’s now back, despite Facebook not even being one of the 3 most recent apps I’ve used and the option to show these is still disabled.

 

Is Facebook now so all powerful that it can override my settings? Does someone know of a permanent fix that doesn’t include deleting the app altogether?  Thanks.
