Can I remotely turn on the find my iPad?

My iPad was lost.  I don't believe the find my iPad app was on. It was set up solely for my son to play with and I believe the email acct was deleted on it. I have the serial number and would love to know if there is anyway I can find out if someone else is using it. Any help or suggestions are appreciated!

No. You need possession of the iPad of enable Find my iPad. And if you didn't turn on Find my iPad there is no way to track it. In order for you not to have it, you would have had to select "Don't Use Find my iPad" when setting up the iPad and asked if you want to use it. Note that you don't need the app to use Find my iPad, as it is a feature activated in Settings. You can try to track it in case it was enabled. https://icloud.com.

you can use other apps to track location if they are logged into your ipad, such as google maps(must be logged into a google account) or facebook(go to settings, privacy and security).  There are others, it depends what apps are open and logged into, also your ipad must be connected to wifi...
