icloud storage plan change

I have nearly 50k photos in my 200gb icloud plan.

today i upgraded to the 2tb plan and turned on family sharing.

currently sharing only storage.

my phone is all but locked up.

turns out ......... its uploading all of the pictures again.

even though i have optomize photo storage turned on.

whats going on?
