Is iTunes billing issue on the device or the em...

When you get the billing issue or declined credit card information, is that for just the email used for iTunes, or is that for your actual device? For instance, if I got a new phone & signed up with the email with the billing issue, would my new phone have that issue? Or is that just for this device.. orrrrr, if I reset my phone entirely & signed up with a new email, would I still have a billing issue? Thank you! (:

It's the iTunes account.
