how to delete a photo album from your pc

Been using google drive for storing photos but thinking of going iCloud route. 

I have Apple devices (iphone and ipads) and logged into iCloud through surface pro.

Two questions (for now):

1. Need to delete an album (using PC) - how do I do this?  Only showing me options to rename or create new album.
2. Can I make sub albums in the main album?

Hope my questions are clear.
