How can I install MacOS High Sierra when I cann...

Hi. Okay so my sister completely wiped my Macbook. There’s nothing on it. When I turn it on all I get is a circle with a line through it. 

 

When I use Alt+Com+R and open the disk utilities, I have a few options. I am trying to instal the Mac OS but I keep getting the error “the recovery server could not be contacted”. What can I do to fix this?
