Why does Apple keep nagging me to set up Apple Pay?

I purchased an iPad today. I entered my user ID credentials so I can purchase apps etc. But Apple keeps nagging me to set up Apple Pay. Maybe I'm confused on terminology. I do NOT want to have the ability to pay for things using my iPad. I DO want the ability to pay for apps that will go on this iPad.

Am I forced to set up Apple Pay?
