Follow the instructions here to pair and set up your Apple Watch, including contacting Apple Support via the link in the article if necessary:

Be sure to follow Apple's instructions when updating the software on Apple Watch, including making sure that your Apple Watch is charged to at least 50% and is kept on the charger, connected to power and with the paired iPhone nearby throughout the process. I suggest that you also connect your iPhone to power and ensure that it has access to Wi-Fi (not Mi-Fi):

Keep in mind that Apple advises that it could take up to an hour (and perhaps even longer, depending on your Internet access download speed) to complete the update process.
