Specific questions about iCloud for photos

I have two photo libraries, and the larger one (190 GB) is starting to take up too much space on my MacBook hard drive.  The second is on an external drive.  I use Photos to edit and organize my files.  I'd like to merge to two libraries and am thinking I'd use PowerPhotos to do this.  I don't need to sync to other devices, so I wonder if I'm better off just moving my merged big library to an external drive instead of iCloud.  What's not clear to me is how the iCloud and Photos work together once the photo files are on iCloud.  Does iCloud retain my albums and projects or could I only see my photos as Moments/Collections?  Do I no longer have a photo library on the Mac?  Do I import new photos directly to iCloud?  If I want to view, edit or organize new or existing photos, do I have to download them from iCloud to the Mac to do this?  If so, is this a hassle or time-consuming?  If not, how do I edit if all I'm seeing is the low-resolution optimized version? 

These may be basic questions, but I haven't been able to find answers. Thanks for you help!



iCloud is not a thing - it is a collection of many different services - I think you are talking about iCloud Photo Library

 

If you are then it is by far the  best way to merge libraries as it merges everything except faces (unless you have Photos 3 and IOS 11 and then people are merged) and projects  --  Notes on Merging Photos Libraries

 

Power Photos is a great program and is very useful for managing multiple libraries but it does not merge nearly as completely - it pnly merges one version of [photo and loses the ability to revert to the original

 

with or without iCloud Photo Library you always have a local Photos Library - with ICPL it can have smaller optimized version of photos to save space and if you have optimized versions then of course you have to have an internet connection to access the full resolution version and to edit photos - and that local library can be on the internal drive or on a correctly formatted and connected external drive - Where is it safe to store a Photos Library?
