My phone won't let me download free apps or upd...

Because you need a verified payment method to make use of iTunes and App Store services including downloading free apps and updating apps.

I have a payment method it takes me right to it when I try to download a free app or even update. I haven't purchased anything. It takes me to my debit card info. Why does it do that , it never has before and what can I do about it to download free apps. If I try to change payment method it only says debit or PayPal. There's nothing on my paypal . How can I resolve this . Please let me know

You need to have your payment method verified. It does not matter if you've never bought anything. The associated Payment method must be verified.
