Removing photo library for more storage

I show 4.7 GB used under Photo Library. I have no photos saved on this iPad. It won’t let me delete this item. What to do to delete this 4.7 GB??

Your photos are probably backed up in iCloud. To delete them, follow the link below!

If you HAD photos on your iPad, in the Photos app, check the Recently Deleted folder for any images in this folder.

If there are any images there, you can permanently delete these from this folder.
