watch 3 exercise notification

Strange behavior with my watch 3.  I have all Activity notifications turned off - on the watch and on my iPhone.  So no "Breathe" "Stand" etc.  Yet, I still get an "Exercise Ring Closed" notification.  Everyday.  But only that one.  Don't understand why.

Reset the watch and the iPhone - still getting it.  Anyone else have this issue?  Any special way to "turn it off"?
