Macbook Pro not turning off

Hi,

This may already be answered but I please bare with me as I am a new user in this forum.

I have a 13" Mac Book Pro mid 2012 and it is currently is OX X El Capitan Version 10.11.6. I want to upgrade my software but my computer does not restart itself or it doesn't turn off. When I try to turn it off, the toolbar on top disappears and I only can use the cursor button. I then use command option and esc to see what might be running but its finder. The only option I have for finder is to relaunch, which I do but does not solve anything. I have doing hard resets on my laptop which I do not want to do! but it is the only way to turn it off.

On a side note, I replaced my battery because it was not charging. I still have to buy a new Apple charger but I might not if I can't solve this issue.
